Can we set different fees based on Category/Sub-categories?

For example, I might want to charge more to advertisers placing ads in Real Estate and Cars section, as compared to crafts section.

yes....

you can create different ad packages, for each category if you wish. These can all have differing attributes such as number of photos, text length, price, renewal price etc. etc.

it's very easy to assign too
